TERTIARY CODE: INTERNATIONAL CIRCUMSTANCES CODE EMERALD (ICCE)(Seven): 1. Taiwan with 5 other countries vs. China. To China, Taiwan is a rebel Province. They want to attack and invade Taiwan, but that would cause a wider war. Chinese air force and naval forces have made various forays into Taiwan’s waters and air space. 1 (tie). India and alliances vs Pakistan and China. Pakistan is part of the Chinese CPAC and Road and Belt project. India and Pakistan have had various wars over the last 8 decades. Both countries as well as China have nuclear weapons and missiles, well over 200 each. India and China are also have a border spat. 2. China also has the 9-dash-line in the South China Sea as well as the Belt and Road project, if Taiwan was to kick off, then various countries in the South China Sea would also be involved such as Vietnam, Philippines, and Malaysia. China vs. a lot of Pacific nations. China expanded to its 9 Dash Line in the South China Sea building up islands into military bases and wanting to seize territory of other nations. They also have the infamous Road and Belt program. They will build infrastructure for your country but you owe them subservience. Remember they are also having a row with India on the border and there have been several skirmishes. Also China has 50 2 megaton City Buster nuclear weapons, where each one could destroy a 10 mile radius. They are targeting the U.S. The U.S. with 5 to 15 other nations are against China in their adventures.

 3. Ukraine vs. Russia. This 7 year war in eastern Ukraine, where the Russian speaking Oblasts of Donestk and Luhansk as well and the annexed Crimea are fighting the rest of Ukraine. This is mostly a sniper and artillery war with casualties on both sides whereby the front lines are mostly static. Last summer the Russians sent tens of thousands of troops and hundreds of tanks to the northeastern border of Ukraine, then they left. Last week they once again sent 90,000 troops to the border region again with more armor.

 4. Israel with U.S. help vs. Iran, Hezbollah, Hamas, PIJ, Syria, Houthis, others. There have been various rocket attacks from the Gaza strip and bombing responses by Israel to Gaza. The last major war was in 2014. Hezbollah in Lebanon has over 100,000 rockets aimed at Israel. Iran with Russia, China, Syria, Hezbollah, Hamas, Houthis and others versus the U.S., U.K., KSA, Israel and some Gulf States. There maybe other countries involved depending on a war and which tankers get attacked in the Gulf. Iran is expanding their nuclear program and enriching uranium to a 60% level. Their proxies (terrorists in Iraq and Syria) have bombed and launched rockets at U.S. and coalition troops.

5. Korea: DPRK (North) with Russia, China and Iran vs. ROK (South), U.S., Japan, Taiwan, Australia and other countries. DPRK has Hwasong 14 and 15 as well as RoDong3 missiles that can reach the U.S. But there are 44 interceptors with 50% reliability.

6. Turkey, a rebel NATO member attacks the Kurdish peoples in Turkey, Syria and Iraq. They are becoming friendly with Iran and Russia. We have a nuclear weapons site at the U.S. air base in Incrilik. NATO has the LANDCOM Hqs in Izmir. They also attack Syria positions a lot. They even mistakenly shot down a Russian helicopter last year in Syria. Libya is having a civil war which is very confusing because various countries or ententes that follow the LNA or GNA are usually allies in other endeavors.

7. Belarus imported various illegal refugees from Iraqi Kurdistan and other places by agent or coyote. They placed the refugees on the Polish border to try to enter the EU, but Poland put up fences and troops to stop the tide. They threaten to bring another 10,000 more to the border. But this is linked to Russia and Ukraine, as the media will be busy with the refugees and not be paying attention to the invasion of Ukraine until it is too late. This can also spread if Belarus goes with Russia to enter a kinetic war with NATO in the Baltics and Poland. The Baltic Countries of Poland, Estonia, Latvia and Lithuania vs. Russia. These are NATO countries on the Russian border. If the Middle East or Ukraine were to go south, Russia might take steps to invade the Baltics thru the Swiliaki Gap to rescue the Russian Oblast of Kaliningrad on the Baltic Sea. This would cause massive tank and artillery battles and cause WW3 and Nuclear War.

OTHER FDN ALERT CODES: CODE SILVER:

EVEN though we are at a GLOBAL ICCC GREEK STEP DELTA with a 2 week watch, what this means is that in 2 weeks, any 2 weeks, that scenarios in any of these below #GLOBALHOTSPOTS could escalate to a point of boiling over from a #COLDWAR 2 to a #WW3 #SHTF #NUCLEAR EVENT. SO watch the news or pay attention and follow our Twitter account at @familydisaster. We have daily updates.

A. Venezuela with Russia, China and Cuba vs. U.S., Brazil and Colombia. There has been a re-coup on an election a couple years ago that the dictator decided not to step down. The west is helping the rebels who won the election although Maduro has not stepped down.

B-E. African Terrorism: ISIS in Africa, Al-Shabbab in Somalia, Answar Dine in Mali, Boko Haram in Nigeria, and Al-Qaeda in the Maghreb. These various terrorist groups are loosely affiliated with ISIS and try to overthrow various countries. They also kill thousands of Christians in 8 countries , burn villages and churches and well as pillage and rape. U.S. AFRICOM has several thousand Special Forces and support troops in various countrias trying to stabilize the legitimate governments.

F. Yemen. The rebel Houthis declared war against the government of Yemen a few years ago and have caused havoc in many cities and villages. They have mostly stopped effective humanitarian aid to the civilian population. The Kingdom of Saudi Arabia (KSA) is supporting the Yemeni government and Iran is supporting the Houthis. The Houthis send missiles and drones over to KSA with damaging results. By which the KSA bombs the rebel positions. In Yemen and Saudi Arabia, there still is a proxy war between the Yemeni Houthis backed by Iran and the Kingdom of Saudi Arabia. Many missiles and drones have been fired at KSA and they have responded by bombing the Houthis. Plus the Yemeni civil war is expanding into more areas of Yemen.

G. ANOTHER ITEM TO WORRY ABOUT IS U.S. FEDERAL GOVERNMENT SPENDING. The federal debt is now at $30.8 trillion and with a new which includes another $1.4 trillion in FY2021 deficit spending, the federal debt will balloon to $33 trillion by FY 2023 in October 2022. This would be 135% of the U.S. Gross National Product (GNP). If this spending continues for the next few years with multiple billion dollar disasters, multiple wars on going and possible economic recession the future FY 2024 budget would be 40% for DOD, DVA, DHS, DOJ, State Dept. and Treasury Dept.; 30% for the remaining Departments and Agencies and the remaining 30% will have to pay down the debt on a balanced budget.

FAMILY NUCLEAR WAR PLANNING November 11, 2021

How to have a radiation proof space if you don’t have a basement to build a shelter. This will be on the website and blogspot.

On another blogspot post, I showed how to build a concrete nuclear fallout shelter in your basement. Go to Family Nuclear Plans in April 2019 in the blogspot above. But not everyone has a basement so improvise.

In my opinion nuclear war is survivable, that is it is properly planned for and if you are properly aware of current events and the threats. If you do not live in the center of a large city or by a military base, which are the most likely targets by the Russians, Chinese and North Koreans, then you have a high survivable rate as long as you can find or build a proper fallout shelter. There are 44 ICBM interceptors in Alaska which have a 50% chance of hitting a incoming missile.

The scenario: The biggest scenario out there at the present moment is the China versus Taiwan and India scenario. China wants to attack and invade Taiwan, and also wants to attack India over border problems. U.S. intelligence states that China will attack Taiwan by late 2022. China is holding the winter Olympics in Beijing in February 2022, but it may be boycotted some due to the internment of the Muslim Uighurs in Western China.

If and when China invades Taiwan, the war in the beginning would mostly be conventional. That means troops, planes, tanks, and ships. But many countries such as the U.S., Japan, Australia, U.K., Philippines and others have said that would defend Taiwan. It would also be a war of anti-ship and anti-plane missiles. If China was to lose too many (400) planes and (200) ships, then they would lose honor and face in this war that they started and they would start to retaliate by threatening to use a nuclear first strike option.

There is also another scenario out there that popped back up. Russia has placed an extra 90,000 troops on the Ukranian border with a potential to invade further. Over the past seven years they already have taken over Crimea, Donestk, and Luhansk oblasts where two are currently fighting with Ukraine. Plus the Polish/Belarus standoff because of Kurdish and other refugees has a possibility of going to a kinetic war. So that means that there would be a few weeks from the start of the war for you to start preparing your family for potential nuclear fallout. There will be several salvos of missiles going both ways from six countries. If you live in a big city or a close to a military base, then you should try to find another place that is more than 30 miles away from ground zero. Bug out to the countryside. Do you know anyone? Suburb cities should be unscathed but will have fallout.

Now to the meat of preparing a fallout survival shelter for your family in your home. You will need to build your fallout shelter on the lowest level of the home, in the center of it also. The more space away from the radioactive fallout (Gamma rays), the better off that you will be. Another thing to mitigate fallout is the thickness of the fallout shelter. Take stock of what you have in your home that you can use to create the thickness of the fallout shelter. Couches, big tables, bookshelves, mattresses, chairs, boxes of stuff, doors, buy 2"x4"s and some plywood, plastic and duct tape. You will want to make your fallout shelter big enough for each family member to lay down with staggered sleeping. Have smaller mattresses to lay on with plenty of pillows, blankets for it will be 14 plus days that you will be in your shelter until the radiation lowers itself due to half life.

Oh, yes, the question, the bathroom. It will probably be hard to go inside the shelter, so use the regular toilet, but do NOT flush all the time. Go quickly, limit exposure. Have plenty of jugs of water to flush as needed. Save juice, tea and juice jugs, rinse out, and mark on them, “FLUSH ONLY”, and have around 50 gallons for that two weeks. Also have plenty of extra batteries for your flashlights and portable radios. Stock the shelter with plenty of non-perishable food. You will want to get your supplies before or just as the war starts. See other blogspot posts.

You will need a thickness of more than two feet on top and sides and it deters the Gamma radiation. So maybe use the inside portion of your living or family room. Put regular chairs, dining and living room, and place the backs away from the wall. Place boxes of items on them and smaller boxes under them. Use your dining room table or other bigger table for one end of the shelter. Put a couch three to four feet away from the chairs with the back towards the backs of the other chairs. The mattresses will be in the middle. Place 2x4s first if needed, then plywood or use doors on top. Put boxes and storage containers on top of that. Put more boxes, books, etc. on and around the couch and rest of the shelter. Have a chair that you can push in and out on the other end that has a few boxes on it so you can use the bathroom. Go very quickly. Do not flush all the time, use spray. Put your water, food and supplies under the table on one end.

You should definitely think about how you would build your shelter before the war actually happens. Stay aware of current events and the news and use Twitter @familydisaster that this war is going to happen or is happening. You may only have hours to a day to get your shelter built.

Some supplies that you will need for the shelter for a period of two to four weeks and you should think of beyond that are non-perishable food, one potable gallon of water per person per day for two to four weeks, a water filter, fifty gallons of non potable water outside of the shelter for flushing, gallon of bleach, flashlights with extra batteries, battery powered radio with extra batteries, paper and plastic products, 13 gallon trash bags, hygiene products, medicines, first aid kit with extra bandages and gauze, and several sets of clothes per person.  INTERNATIONAL CIRCUMSTANCES CODE EMERALD (ICCE): There are currently six that meet the requirements.

1. China vs. India border dispute in Himalayas. Both countries have deployed two Corps (about 80,000 troops) on their side of the border. There have been various skirmishes and fire fights recently. Estimates have China with over 500 troops KIA and India with 200 KIA. Pakistan, a natural enemy of India is siding with China and also due to the CPEC (Belt and Road) initiative.

This situation could blow into a major war at anytime. And remember both countries are #Nuclear. China has 1,800 warheads with some being 2 Megaton city busters (5 mile total destruction radius) and India has about 180 warheads. All three countries have missiles. If this was to go #Nuclear mostly by whichever country to save face on terrible losses any detonations in South Asia, the fallout would drift west over Iran, the Middle East and over the Atlantic Ocean by four days and take trade winds to the U.S. This is similar to a U.S. hurricane path. Any detonations in China would drift north and east into Russia, Korea, Japan and eventually to the U.S. and Canada with a three day notice.                                                                                                                                                               2.Turkey/Libya/Greece/Egypt/Mediterranean Sea situations: There are more countries that those listed that are involved. There are many sides, parts and players to this whole very complex situation. A. Second Libyan Civil War: Since 2012 after Colonel Kaddafy died, Libya has been in a civil war. The two major sides are the Libyan National Army (LNA) and the Government of National Accord (GNA). ISIS/Daesh and Al-Qaeda also have small roles in Libya. The following countries support the LNA: UAE, Egypt, Russian Wagner Group mercenaries, Sudan, Syria, Israel, Russia, France, Saudi Arabia, Chad, Jordan, Belarus, Iran, Greece, Cyprus, Morocco, Algeria and others. The following countries support the GNA: Revolutionary Brigades, Syrian Interim Government (rebels), Turkey, Italy, Qatar, Sudan, the U.N., most of the E.U., Italy, U.K., U.S. and others.

This crosses the NATO/Russia divide, divides NATO and the E.U., and is one sticky-wicket. Egypt has massed armored forces at the Libyan border to help the LNA. The LNA wants to restore sovereignty over the whole of Libya, based in Tobruk, using the House of Representives but has more land. The GNA is and has plotted militia coups, based in Tripoli and has 50-70% of the population.

B. Turkey, a NATO member, but Islamic and authoritarian with President Erdogan, is gradually slipping away from NATO standards and controls. Even though Turkey has a major NATO Hqs of LANDCOM in Ismir on the coast and the U.S. has about 40 B61 dialable #Nuclear smart bombs at the USAF base in Incirlik, they have bought S-400 Air Defense Missiles from Russia, they support the GNA in Libya and are a natural sworn enemy of their NATO neighbor Greece. Plus there is the Cyprus problem. Turkey has just found major supplies of oil and natural gas west of Cyprus. Egypt and Greece and signed a naval pact for the Med. Greek and Turkish naval and air forces are splitting hairs and playing chicken in the Med.

3. Ukraine vs. Russia situation: After the 2014 Winter Olympics in Sochi, Russia, Russia annexed the Ukrainian Oblast of Crimea that had a mostly Russian community. This was also after the 2014 Ukrainian Revolution of Dignity which caused the Oblasts of Donetsk and Luhansk to break away from Ukraine. They also had a Russian community and was supported by Russia. Since 2014, over 4,000 Ukrainian soldiers have died, over 10,000 civilians, and about 5,000 combatants from the two eastern Oblasts. Supposedly 400 Russian soldiers or operatives have died in this conflict.

Russia has various expansionist plans for Ukraine, the Caucuses (Georgia, Armenia), the Balkans (Serbia, Croatia, Bosnia) and the Baltics (Estonia, Latvia, Lithuania and Poland (all NATO countries). Russia is looking to merge the Slavic/Orthodox peoples into a new Soviet Union type community. The Russian Oblast of Kaliningrad which is perched between Poland and Lithuania has been wanting to join Mother Russia (Rodina) by land. This would take a invasion of Lithuania by Russia and probably start #WW3.

4. Israel/Iran/Syria/terrorism situations: Another sticky-wicket, there is always some sort of attack by Palestinan terrorist against Israel and the retribution by Israel to them. Read Terrorism in “Family Pre-Disaster Manual”. Hamas and PIJ are in Gaza, Hezbollah is in Lebanon and Syria. They both have tens of thousands of rockets pointed at Israeli cities and farms. They are backed by Iran and Syria. Unless thousands of rockets fly then it’s business as usual. The last big Gaza war was in 2014.

5. China is also being expansionist peacefully/economically and also militarily. In the South China Sea, they have the Nine-Dash-Line, where as they are claiming seas, waters, land and islands from Japan, Taiwan, Philippines and Vietnam. There have been ship bumpings and massive sorties. On land, China has the Belt and Road imitative. They help build infrastructure at a price (subservience to China) for your country, whether its roads, airports or docks.

6. Most people understand what’s going on in North Korea by now, it makes a lot of news at times. Just remember that they are #Nuclear and have hundreds of missiles and rockets. Probably 20 or more are Ro-Dong 3s; Hwasong 14 or 15s that can travel 9,000 miles and can hit the U.S. and the E.U. See Nuclear Survival planning on Blogspot.

LESSON 23-HURRICANES: The National Weather Service and the Hurricane Forecast Center have the hurricane season from June 1 to November 30. Eastern Hurricanes are born over the Atlantic/African convergence zone where African weather fronts head west out into the cold water Atlantic and develop into new low systems. As these low systems head west into the warmer Caribbean waters they gain strength. At this point the NWS and the Hurricane Center watch, upgrade, name and alert various areas. The low systems become Tropical Depressions, then Tropical Storms to get named and finally Hurricanes when they hit 74 MPH. There are five categories of strength. Hurricanes also are born west of Panama in the Pacific and head northwest towards Mexico or Hawaii and they are given another set of names. Typhoons hit around Southeast Asia and the Indian Sub-continent with another set of names.

HURRICANE EVACUATION PLANS: With two to seven days notice on a hurricane watch and warning, at the four-day mark prior to the storm you should been able to secure and board your property and have all ready kits available to evacuate. You should concentrate on items that are not replaceable as well as what the kit lists provide. A couple of new items to buy are detailed atlases (hunter maps) of your state and the state you plan to evacuate to, such as from Florida to Georgia. Using these atlases you can determine alternate evacuation routes that are NOT prone to flooding and hopefully not the interstate.

Take time to explore these routes, make notes of landmarks, street and highway names, lane changes and places that you would want to stay at. Try to evacuate at the three days prior to landfall. Get ahead of the crowds and use alternate routes when possible. Once the highway patrol and sheriffs shut down various thru routes, then you wind up with a one or two day prior to the storm evacuation and stuck on the interstate with everyone else. If you live on or close to the coast, or in low lying areas to 100 miles inland, then you are at risk. Keep your stock levels at one month. Hurricanes have the most warning time. You have two days actual track for the landing, and to one week for a wide area. Take all proper precautions, tie downs, boarding and evacuation where required. Follow local annexes and authorities. If you don't evacuate as requested you will be on your own. Risk is risk. Make sure to watch The Weather Channel, CNN, Fox News, MSNBC and your favorite local news channel with accurate doppler radar or find the best radio stations with disaster information in your area.

Remember that 2005 had 28 named storms including Alpha, Beta, and the infamous Katrina and Rita plus four hurricanes that stormed FL, GA and AL. August 29, 2012, Hurricane Isaac makes landfall seven years of Hurricane Katrina in New Orleans and Mobile.

LESSON 24— EARTHQUAKES: If you live in an earthquake prone area-see State and Area Annexes-then you should take all essential precautions and enhance your families and areas survivability to a two weeks or more level. It is highly suggested to have extra cashes of supplies in other areas. It is not just California, the 1823 Madrid, MO fault shook so violently that the mighty Mississippi River flowed backward for 18 minutes and the tremors were felt 700 miles away in Ohio, Virginia and Georgia.

Debbie and I took a trip to Oklahoma on the first week of November 2011 and we had several quakes with the largest being 5.7 on the Richter scale. All 50 states have had or felt an earthquake in the last 100 years. There was also a 6.4 earthquake centered in Virginia on August 23, 2011 which damaged the Washington Monument in Washington, D.C. The WY/MT/ID Yellowstone Area can get an 8.0 earthquake. There are also zones in AK, OR, WA, CO, HI, MO, AR, NY, OK and VA.

You need to secure shelves and brace top-heavy furniture. Store breakables and heavy objects on lower shelves. Anchor overhead lights, heavy art work and mirrors. Strap water heater and gas appliances to the wall. Block the wheels/feet on large appliances such as refrigerators so they won't slide. Store flammable liquids outside the home. Equip gas appliances with flexible connectors. Know how to turn off natural gas, propane and electrical master breaker or fuse and water shut off.

DURING AN EARTHQUAKE: If you're at home, stay indoors, turn off the stove and douse fires. Crouch under a heavy table or desk and hang onto it. If there is no protective furniture, crouch and brace yourself against an inside doorway or corner. As soon as the quake stops quickly assess damage, if you can recover all of your various kits do so, if not, then grab those possible and evacuate the building.

If you're inside a store or office building then don't run for the exit; there may be a stampede. Stay on the same floor and move away from windows. Crouch under a desk, bench or table. Don't use the elevator and expect the fire alarm and sprinkler systems to activate. Use the floor fire marshal to start an evacuation after the quake. Grab office E-Kits and uncovered data if possible, and evacuate per plans and rendezvous.

If you're on foot, stay out of doors, but in the open, and away from trees, buildings-the facades and windows might fall- utility poles or signs. If you're in a building, duck under furniture or inside a doorway to avoid the falling debris.

If you're in a vehicle pull to the side of the road as quickly as possible, but keep away from trees, buildings, utility poles and lines, signs, bridges, and viaducts. Stay in the vehicle until the shaking stops.

IMMEDIATELY AFTER AN EARTHQUAKE: Take First Aid Lessons prior to any event. Treat the injured with first aid. Stop the bleeding and call for medical assistance if there is an emergency. Don't attempt to move severely injured persons unless they are in immediate danger of further injury. Cover with blankets to prevent shock and elevate legs if possible.

Use phones to report injuries if possible, other wise use CB Channel 9 and GMRS Channel 9. Get people to monitor these and other channels. FDN Communications Section should have relay systems set up for emergency dispatch in most situations. Turn on battery-powered radio or vehicle radio for information and instructions. Contact local FDN Command-see Annex. Remember your training in Chapter Two for First Aid and CPR. That is why everyone is responsible to help the Network grow. SURVIVABILITY SYNERGISITICS!!

LESSON 25-VOLCANOES: If you are in a risk area, stay alert, check Area/Metro annexes and local Emergency Services for most information, and have extra various kits prepared at various locations. Be ready to evacuate upwind up to 100 to 200 miles. Beware that volcanoes start with smoke and earthquakes, then it can go to major lava spewing, throwing of boulders and a pyroclastic flow with a sonic wave that can shred humans, animals, trees, and buildings and has the power of a Hiroshima type atomic bomb (25,000 kt).

During the week of April 4, 2010, the Eyjafjallajokull glacier in Iceland spewed smoke, hot ash, lava and boulders in Iceland. The smoke and ash plume rose to over five miles in height with a 1000 mile long plume of ash went ESE. The weather in Europe, Britain and beyond was affected with less sunshine, gloomy clouds and a retro-pre-view of what a nuclear winter would look like. (Remember the Cold War 1980s.)

This hot ash if taken in by a jet engine would melt into sharp glass and tear up the jet blade fans in the engine causing immediate engine failure. The jet would just drop from the sky killing all on board.

By that Thursday, the five mile high ash plume went east towards northern Europe, the United Kingdom, and all of Europe and Russia. Over 50,000 flights were canceled with hundred of thousands trying to reroute or try another mode of transportation. Ironically with deep regrets, but that Saturday were the State Funeral for the Polish President and his wife and others that died on the Polish Government Airliner flying to Moscow but crashed in thick fog the week prior. That meant that many state heads were not able to go to the funerals in Warsaw.

Remember that there are over 30 major volcanoes on this planet. Most of them on the “Ring of Fire”, skirting the rim of the Pacific Ocean, plus a few in the Mediterranean Sea, Indonesia, the western United States and the Yellowstone National Park in Wyoming, Idaho and Montana.

LESSON 26–SALVAGING PRE-BRIEF: After any evacuation it is hard to make a judgement on wether on not to re-enter a building after being damaged. If at all possible try to recover your various E-Kits, and other items as soon as possible. It is a dangerous area, use safety first use boots, leather gloves, rope and hard hats. Get in and out in a matter of minutes. This is why we copy all important documents, pictures and have them in a safe secondary location that is not prone to floods and fire. We also want to keep these kits and boxes in the front closet, garage or outside storage. It is always a judgement call to retrieve kits that will enhance your survivability to a two week or more level. The fire department, police and building inspectors can easily block entrance or easily condemn the property within hours or days. Remember Safety First then speed.

LESSON 27: RECAP ON EVACUATIONS: Double check these items: Quarterly family conferences to discuss procedures on page 27 and hold those drills. Also make yourself a list for all important phone numbers, rendezvous locations and alternates, an out-of-town POC for other queries from friends and family, and include the E-Plans of your work, schools, day care, religious, clubs and other items. Listen to the news and weather more than twice a day. Include your FESOP for all scenarios, see Lesson 9.

Have a building evacuation map and floor plans with two rally points. Have a business, club, church, or organizational fire or evacuation marshal for different departments or floors. Business’ can use GMRS channels 2, 5, 12 and 15. See Chapter Six for Communication Codes. Keep your vehicle, front closets, backpack, and off-site kits stocked and rotate items specified. Don’t forget a wind-up or portable radio and flashlights with extra batteries, a first aid kit with manual, basic tools and wrenches, bleach, emergency food, water and water purification tablets with filters, spare eyeglasses, prescriptions and medicines, baby, feminine, pet and special needs items, can opener, all hygiene items, blankets, shelter, camping gear, cooking equipment and portable toilet with extra bags and two weeks of tissue per person. Chapter Five will tell you how to set up Evacuation and Field Sites with shelter, water, food and triage.

HOW ABOUT IF I CAN’T AFFORD A WEEKS WORTH OF GROCERIES, NO LESS SIX MONTHS? No worries, do what you can do or afford. Work with the Metro Kit Supervisor and the Metro Warehouser. They can make sure that you are involved and in the loop as much as possible and have rations or supplies available for volunteering your efforts of about ten hours a month. COMMUNICATION AND COORDINATION: I’ll say it again, it is best to have CB radios, anyone can use them and they’re inexpensive. Also try to get a small programmable scanner to provide you with all sorts of information for emergencies. Use CB Channels 31 and 32, GMRS Channel 7–not scrambled, and the Metro/Area Annexes will have scanner frequencies for Fire, Ambulance, Snow plows, Search and Rescue, Civil Air Patrol, HAM Radio and stay out of harms way and use alternate routes.

Check on the elderly and housebound neighbors, family, and friends to join FDN. SYNERGISITICS SURVIVABILITY! Buy a Manual for them and help them with Chapters One and Five and Lessons 6 to 9. Have the Area/Metro Trainer or Kits Specialist to help them also. Will they need transportation in an evacuation? Ask Area/District/Metro Managers and Metro Transportation Supervisor.

ANNEXES IN CHAPTER EIGHT AND SOPs: Your Area/Metro/State Annexes will be most useful in that they will be more specific on how to respond to various scenarios in your area. Your Area/Metro/State Planning/Operations/Training Supervisor will have Metro/State printouts for you to staple into your Manual in the various pages that have SOPs or ANNEXES.

PROCEDURES FOR MAN-MADE DISASTERS

Review page 63 (questions 51-60) for review on Man-Made Disasters. They come in various forms but all would create an evacuation and disrupt your life, your job or business. In all instances that you have to evacuate, but you will not know how long that you might be away (five hours or five days), then make sure that you have all ready kits, bags or boxes complete from pages 17-19.

LESSON 28–COMMERCIAL LEAKAGE RISKS: Various leaks could be a backhoe that digs up a gas line, gas station leaks, propane tanks, semi-trucks that jack-knifed with Hazmat material, or train derailments of petroleum products or other chemicals and refinery leaks, etc. Do your Leak Risk Assessment on pages 24 and 65, develop evacuation routes for two and ten minute time frames. Know which directions to evacuate, don’t forget uncovered documents if a business or priceless photographs, office or home kits, evacuation leaders, the response frequency-CB Channel 32, GMRS Channel 2 or business frequency. If there is an explosion, what will be other procedures? Review CODE TOPAZ–less than a mile evacuation or CODE EMERALD-LOCAL–over a mile wide evacuation zone. Using the Leak Risk Assessments, ask how far away are the threats and develop the plans.

LESSON 29–RADIATION LEAKS OR ATTACKS: These could be Hazmat cargo, Nuclear storage facilities or nuclear plants that are local, regional, or international that have or could suffer a major leak. Review page 64, questions 63-70. The Metro/State Annexes will cover more on this subject.

Know which way the fallout will travel, and what the expected dosages rates will be. Evacuate to the flank (90 degrees) and go upwind over 50 miles from the radiation cloud. Be ready to move supplies to the new evacuation sites. National and State Network will set up Evacuation Sites.

FAMILY/GROUP/FIRM RADIATION LEAKS SOP: As reported in the “USA Today”, on September 22, 2011 they announced that 108 million Americans live within 50 miles of a Nuclear Plant. That translates that one-third of the U.S. is close proximity to a nuclear plant. That also means that one-fourth (25%) of you have a chance of exposure to the radation plume cloud. Whoops–I just scared the bejebbers out of you. Oh, Nuclear Plants have a less than 1% chance of having a leak. The Japan disaster showed the IAEA that making the industry upgrade their safety and contingency plans to a 2% failure rate.

RADIATION PROTOCOL: FAMILIES AND SMALL FIRMS:

SCENARIO ONE: This scenario is most likely to happen. There are tons of non-weapons grade-but medical and research radioactive material in hospitals, universities, and on the roads each day to be stored or re-processed. How many of you have had a medical procedure using radioactive barium or other tracer? The hospital or medical facility has to have a secure storage for unused medical radioactive materials. These materials are sometimes shipped to other facilities that have long term storage for used medical or research waste.

If a semi-truck was to jack-knife or roll over with these materials, most likely there would be a one to five mile containment area. Most likely that there would be very little Hazmat cleanup to do because of the strength of the steel alloy containers. If you are in an area where this would or did just happen then grab what kits that you can and call Metro Control on CB Channel 31 or GMRS Channel 7. Contact other family members and friends to coordinate rally points. Make sure to be self reliant as much as possible. Remember to have secondary location kits.

Know which way the fallout will travel, and what the expected dosages rates will be. Evacuate to the flank (90 degrees) and go upwind over 50 miles from the radiation cloud. Be ready to move supplies to the new evacuation sites. National and State Network will set up Evacuation Sites. Pay attention to the Emergency Alert System (EAS) on CATV, Radio, and DTV. Find a clear channel (long distance) local or metro AM station (540khz to 1050khz) that would guide you to safety zones.
