RESOLUTION FOR EMERGENCY INTERIM SUCCESSION

Pursuant to SDCL 1-30 and SDCL 34-48A

 

WHEREAS, the Board of Supervisors of Canisitota Township, Grant Township, Greenland Township, Sun Valley Township, and as well as the Mayor and surviving council of the City of Canistota (144 square miles) recognizes that a catastrophic disaster (nuclear, kinetic, or electromagnetic) may render local elected officials “unavailable” as defined by SDCL 1-30-2; and

 

WHEREAS, it is the duty of these boards to ensure the continuity of government and the protection of the health, safety, and property of the residents within this 144 mile district;

 

NOW, THEREFORE, BE IT RESOLVED:

 


SECTION 1: DESIGNATION OF SUCCESSORS (SDCL 1-30-5)

In the event that a majority of those boards are unavailable due to a national emergency, the following individuals are hereby designated at Emergency Interim Successors in the order listed below.  They shall exercise the powers and duties of these Boards until such time as the elected officials are available or a new election can be held:

SECTION 2: ACTIVATION OF EMERGENCY SOP (SDCL 34-48A-40)

Upon the declaration of a “State of Emergency” or the total loss of communication with the State Authorities, Pierre, for a period exceeding 48 hours, the Successors are authorized to activate the City of Canistota, and Quad Townships WW3 Recovery SOP, including:

 

Manual Census: Utilizing the Post Office to track survivors and caloric needs.  Executive Order 12656-Reagan, 1988.

Resource Management: The requisition and distribution of food, fuel, grain and medical supplies.

Mechanical Reconstruction: Authorization of local machinists and forges to bypass damaged infrastructure.

 

SECTION 3: EMERGENCY CONTRACTING (SDCL 34-48A-41)

The Successors are authorized to incur obligations and enter into “Handshake//Ledger” contracts to ensure survival, without regard to time-consuming formalities or digitial verification (Fedwire/ISO 20022), as authorized by State Law.

ANNEX A: TEMPORARY CONSERVATORSHIP OF PRODUCTIVE ASSETS

 

I. PREAMBLE: In the event of a “Black Start” condition (Loss of State/Federal COG greater than 72 hours, basically and EMP and/or nuclear war), the District Board recognizes the need to prevent the waste of livestock, crops, and infrastructure.  (The type of crops will have to be changed because of Nuclear Winter/Fall such as Winter Rye, Proso Millet, Potatoes, Buckwheat, Winter Wheat, Rutabagas, Turnips and Ancient Wheat Emmer/Einkorn plus need seed drills and grain drills, broadcast seeders, light harrow, swather and threshers.  FARM IMPLIMENT AUDIT: SG: Small Grain head found, GD: Grain Drill found, SW: Swather found).

 

II. THE TRIGGER: This clause activates only when an owner/heir is “Status Unavailable” (Deceased, Incapacitated, or Missing) for more than 120 hours, pursuant to the SDCL 29A2-702, the 120 hour rule.

 


III.  STEWARDSHIP MANDATE: The District Board shall appoint a “Designated Steward” to manage the property.  This is NOT a transfer of deed.

 

RIGHT OF ENTRY: The Steward is authorized to bypass locks, gates to provide water and feed to livestock and prevent equipment decay.

 

THE LEDGER: Every gallon of fuel, hour of labor, every calorie, every gallon of water made, and bushel of grain used/harvested shall be recorded in the District Bank Ledger.

 

THE LEGACY CREDIT: The estate of the original owner shall be credited for all resources used, minus a 15% operational fee: to the District for labor.

 

ANNEX B: QUAD TOWNSHIP WW3 RECOVERY DISTRICT CONTINUITY AND RESOURCE MANAGEMENT RESOLUTION.

 

1. SOVEREIGN RESOURCE CONTROL: The Board assumes temporary control all fuel, bulk grain, and medical supplies within the 144 square mile District.

 

2. THE UNIVERSAL LEDGER: All trade is to be conducted via The Security State Bank of Canistota Ledger, US Currency is secondary to Resource Credits.

 

3. ESSENTIAL SERVICE MANDATE: Utility maintenance (water/sewer) is the first priority for fuel.

1.     UNIT OF VALUE:

The Sovereign Hour is the District’s primary medium of exchange. The Base Rate: greater than 1 SH = 1 gallon of diesel or fuel or US $12.00 equivalent.

 

2.      THE LEDGER SYSTEM:

The District Board (Red Bands) maintain the Master Ledger at the Command Post in City Hall.  Each household is issued a Personal Ledger Card.  All transactions must be signed by both parties and a Red Band for “Total Stop” or the “District Store” for clothing and bedding, etc. redemption.  I have a 122-page, seven column ledger for this purpose.

 

3.      LABOR CATEGORY/MULTIPLIER RATIONALE FOR PAY CREDITS: 

TIER 1: GENERAL: (Laundry, Kitchen, Water Purification, Administrative,) 1 SH.

TIER 2: SKILLED: (Clean up, Inventory, Lifting & Logistics, Mechanic, Medical, Construction, Maintenance, Agricultural, Bookkeeping, Leadership) 1.5 SH.

ANNEX D: THE DISTRICT CREDIT AND CALORIE SCALE:

 

1.  THE SURVIVAL RATION (BASE): Every registered resident in the 144 square mile District receives a “Baseline Life Support” of 1500 Calories a Day.  This is the “Floor”.  Every citizen is responsible for 3-5 weeks worth of bottled water and food per www.fdnintelreps.blogspot.com  Navigate through Nuclear Pages.  Quad Board (counties) Inform the Public.


 

Excess food and water inventory will be inventoried from decedents’ residences and placed into the Quad Townships Food Chest for meals.  Plus make other food stuff available for meals by whatever means necessary.

 

 

 

II.  THE WORK CREDIT (SUPPLEMENT): To encourage the “Thrive after WW3" mind set and keep the farms and ranches operational, additional calories are “earned” via the ledger.  Labor Type/Ledger Credit/Calories per day “Bonus” additional Daily Intake.

 

Sedentary: (Admin, Ledger, Radio) 1 SH + 500 Calories= 2000 calories per day.

Active: (Leadership, Kitchen, Water, Security, Ranch and Farm work (maybe heavy), SAR, Medical, Recovery) 2.0 SH + 1000=2500 calories a day.

Heavy: (Mechanics, Construction, Maintenance, Log Team) 3.0 SH + 1500 Calories=3000 calories a day.

 

To Leaders: When you fill out Buck and Time slips, use a digital format, e.g.: .75 SH or as many SH were earned.

 

 

HEADCOUNT FROM POST OFFICE AND SAR AUDIT

 

1. Phase 1 (The 14 Day Wait): Everyone stays on the 1500 calorie baseline from their own supplies, see blogspot, or the District Emergency Reserve.

2.  Phase 2 (The Day 15 Survey): The Postmaster and SAR do a “Door-to-Door” Audit of the 200 City of Canistota residences and the 100+ rural residences in the Quad Townships.

 

There is a certain way to mark a building with a Search and Rescue SAR marking.  It is called the X model.  The X has four components.  The date and time are on top.  The organization or unit doing the search is on the left side of the X.  Any specifics, such as water (pressure) and power, etc. are on the right side of the X.  On the bottom part of the X, mark the number of alive, dead and injured.  If you go thru in a week or two to reassess, mark out the old X and do a new X.  You will need lots of spray paint.  W-Water, P-Power, A-Alive, D-Dead, I-Injured

 

Doing the X.  When you first enter a building, knock first loudly, announce “Search and Rescue” and your organization or unit and mark the first line from the top left to bottom right and date and time it.  This means that someone is doing an active search.  If no one responds, then entry must be done by force.  This is WW3.  Search each floor for dead bodies and injured people.  Get the injured people out to triage.  Have a Transport team for that purpose.  Have a Burial team to take care of any dead bodies found to ID them and bury them.  Make sure to have a SAR Misssion Log on each building/home, date and time, alive, dead and injured and address that you found in each.  Remember that you are SAR not thieves.  So you could have D-2 A-4 I-2, or 2 of the 4 alive are injured.  It should only take 15 minutes per building/home.

 

3.  The Result: You get a hard number (e.g., “We have 412 survivors”).

4.  The Adjustment: If the headcount is higher than supplies allow, the Ledger “deflates” the credits, (e.g., 1 Hour of work now buys 1000 calories instead of 1500).

ANNEX J:  CODE OF CONDUCT:

15 January 2026

 

1. THE STEWARDSHIP RULE:

Unauthorized entry into private residences is prohibited.  Stewardship of unattended farms is only authorized by the Board under SDCL 34-48A.  Authorization must come by a District Work Order.

 

2. RESOURCE REPORTING:

All bulk fuel (50+ gal) and grain (100+ bushels) must be declared on the Day 15 Audit.  Hoarding of community-critical assets is a violation of District Security.

 

3. THE LEDGER IS LAW:

No “Black Market” trading. All labor and resources must be logged at The Security State Bank to ensure the survival of the currency and the community.

 

4. FIRE AND THERMAL DISCIPLINE:

No unattended open fires within 50 feet of any structure.  Watch your barbeques and pits.


Approved Kitchens:

Authorized “Field Kitchens” and Clan cooking sites must maintain a 5-gallon sand/water bucket and a dedicated fire watch.  There will be a Field Kitchen at Red’s house.

Fuel Storage: No open flames within 100 feet of fuel tanks or grain elevators/silos.

Disposal: All ash must be “cold to the touch and doused” before disposal.

 

5. PUBLIC SAFETY: All residents must report “new arrivals” to the Post Office/City Hall within 4 hours.

 

6. MUTUAL DEFENSE: All able-bodied residents are subject to the Security Rotation.

“IN THE GAP WE THRIVE!” and protect each other.  All Guns and weapons must be registered with the Security Team.

7. All Quad Township and City of Canistota residents must register with Form 101-A and sign the District Compact.

Each resident will be assigned to a Clan and various work duties if needed.

1. The Witness: No one enters a deceased residence alone.  It requires at least two people, a District Board Member, or Clan Leader, or SAR Lead, and/or one witness.

In a “Black Start”, wood is more stable than gold.  We need it for our District and Clan kitchens, Clan warming areas, fireplaces, and wood stoves.  All District Citizens are authorized to cut down Deadfall only from windbreaks in our District.  For your efforts, cutting, partial splitting, hauling, and unloading, then you will be given Sovereign Credits and a fuel ration to to this effort.  Large, medium, and small, as well as kindling will be needed.

ANNEX W: SECURITY PATROLS:

How to run them, how to confront citizens or walkers, be polite at first.  How to exile someone if worse.

 

1.       The Perimeter: The Quad Townships’ District Boundary has 144 square miles involved in it with 12 miles one side.  It will be hard to secure the whole District with a Security Team of 30+ people, but we will patrol what we can and have check points where needed to make inquiries.  It is a closed Stewardship zone.

 

2.      Contact Protocol: Maintain Situational Awareness.  Your head on a swivel.

A.      Observe: Identify numbers, sexes, ages, weapons, and physical condition of the refugees or persons,

B.      Halt: Make contact at 50 yards.  “This is a Quarantine Recovery District.  Identify your 911 address.”

C.      Triage, water, and a meal.  Use intake protocol, Form 101A, and compacts.

D.      Residents:  Escort to the Hub for registration and a Yellow Band (Evaluate).

E.       Non-residents: Evaluate their skills: If the burden: triage, meal, a gallon of water, and a ride to I-90.

 

3.       Use of Force: Pursuant to SDCL 22-8-4.

Non-lethal: Trespassers who refuse to divert can be detained, cuffed and given a ride to I-90 Salem Exit

Lethal:  Authorized only in self-defense of the “Common Port”, food, water, medical, or in use of actual self-defense contact, knives, shooting.

ANNEX V: TRASH AND RUBBISH: SDCL 9-32-10 covers this.  Prevent sickness from rats, mice from typhoid, plague, and other illnesses.  Addy’s works for the district ledger inside the district and figures out how to get fuel and get paid from other towns/customers outside the district.  Anything east of Ellis is radioactive zone, dust.  Anything that is north of 33rd street is fire and rubble and dust. On HWY 42 at Wall Lake Oil or at HWY 17 there will probably be a checkpoint for no entry into SF.  Take Wall Lake oil to Dump once opened, unknown.

 

1.      THE BURN PROTOCOL:

All combustible household waste (paper, light wood, non-toxic) can be brought or will be picked up by Addy’s to the community burn pit on [day of the week] ________.  Open burning in residential yards is prohibited [Fire Discipline].  Much of the trash must be separated from burn and no burn.  This is why Rubbish Personnel are at 2.0 SH.  Use large and medium plastic trash bags.

2.       WHITE GOODS and METALS: Refrigerators, stoves, etc. and scrap metal are to be staged at the Rubble Site.  These are raw materials for the District Mechanics.

3.      HAZMAT: No batteries, chemicals, or motor oil is to be in the burn pit.  These must be staged at the HAZMAT section of the Rubble Site for further remediation.

4.      The five collection trucks are borrowed assets for the District Ledger when inside the Quad District.  Fuel Rationing of diesel or kerosene is Second Tier behind Security and Medical for the Trash Trucks and Burn Pit.

5.      Recycles:  It is unknown if recycles will be done because the recycling center is a mile east of ground zero in Sioux Falls.  But do save plastic water and juice bottles and jugs for sanitizing to hold water later from the Water Point.

ANNEX X: SCHOOL-CANISTOTA SCHOOL DISTRICT 43-1: Closed until the power comes on or warm weather.  Less students will be available due to deaths.  The power is out, cells are out, Wi-Fi is out probably, etc.  Teachers will have to use flashlights, chalk boards, white boards, paper, and books to educate our children.  No technology will be available. This will be analog education.  This will give the children a routine and a safe hub to be at while the parents are working their SH shifts.

4.      Authenication: No order is valid unless ordered on a District Buck Slip and signed by a Red Band (Board Member).  Verbal orders are for tactical safety only.

5.      The All Clear Signal: Define a local audible or visual signal, e.g., a specific number of siren or horn blasts, or a certain color flag (white) on the water tower.

ANNEX Z: END GAME OF RECOVERY AND HANDOFF TO MCCOOK COUNTY.

 

1.      DURATION OF STEWARDSHIP:

This District SOP pursuant to various South Dakota Codified Laws, remains the primary operating mandate only as long as:

A.     The electrical grid, Xcel Energy, and/or TM Rural Water Systems and feeding the City of Canistota are non-functional, and if they are functional, and that they have been operating for a month without major problems or outages.  There are no unplanned energy spikes or outages, the water system has the correct amount of ppm of chemicals to be potable and safe.

B.     McCook Emergency Management is unable to provide direct onsite support.

C.     McCook Sheriff’s Office is unable to provide direct law enforcement patrols in the District.

2.      HAND OFF PROTOCOL:

Upon restoration of state and county communications and logistics, the District Board will:

A.     Transition of the District’s Sovereign Ledger data to the McCook County Auditor for final settlement.  Resolve all “Common Port” assets back to private, corporate, or municipal ownership. 

B.     Gradually stand down the Security Patrols in favor of the McCook Sheriff’s Office patrol schedule and the South Dakota Highway Patrol drive throughs.

3.      FINAL AUDIT:

All actions taken under SDCL 34-48A and other codified laws will be documented for post event review, After-Action Review, to ensure full legal compliance and accountability.

4.       Authority under South Dakota Codified Law.  34-48A-38: Granting local effort to cooperate for emergency management.  34-48A-43: Mutual Aid arrangements between political subdivisions.

1-30: Emergency Interim Successorship for local offices, ensuring the continuity of government between standard leadership is “maintained” and has been determined by blast radius or communications failure.
