ANNEX R: FIREWOOD CREDITS, (The Thermal Currency):

Deliver to Red’s kitchen and water point and other clan kitchens.  For Sov Hours credits.

 

In a “Black Start”, wood is more stable than gold.  We need it for our District and Clan kitchens, Clan warming areas, fireplaces, and wood stoves.  All District Citizens are authorized to cut down Deadfall only from windbreaks in our District.  For your efforts, cutting, partial splitting, hauling, and unloading, then you will be given Sovereign Credits and a fuel ration to to this effort.  Large, medium, and small, as well as kindling will be needed.

 

Self-Load (pickup’s worth):  1 SH; ½ Cord (Delivered/Unloaded): 4 SH; Full cord (Seasoned, Hardwood, Unloaded, Stacked): 10 SH.

 

Note:  Scavenged wood, Deadfall, is free to gather, and help the landowner there if they are alive with some wood also, since you are using their land, but “District Reserve” cords, and standing trees that are live, requires a Red Band Work Order.

 

FIND OUT WHICH HOUSES have fireplaces, wood stoves and use them and thermal hubs for people to stay at.

ANNEX T:  TELL PEOPLE TO SAVE water bottles, water jugs, juice jugs, rinse them out.  Save water as in Nuclear Page Two and fill at Red’s Water Point.  We will boil and purify jugs, bottles with 5ppm bleach water.  I have many supplies of various sorts.  We will reissue non-potable water for flushing (marked so), potable jugs for cooking, and water bottles for drinking.

ANNEX W: SECURITY PATROLS:

How to run them, how to confront citizens or walkers, be polite first.  How to exile someone if worse.

 

1.        The Perimeter: The Quad Townships’ District Boundary has 144 square miles involved in it with 12 miles one side.  It will be hard to secure the whole District with a Security Team of 30+ people, but we will patrol what we can and have check points where needed to make inquiries.  It is a closed Stewardship zone.

 

2.       Contact Protocol: Maintain Situational Awareness.  Your head on a swivel.

A.      Observe: Identify numbers, sexes, ages, weapons, and physical condition of the refugees or persons,

B.       Halt: Make contact at 50 yards.  “This is a Quarantine Recovery District.  Identify your 911 address.”

C.       Triage, water, and a meal.  Use intake protocol, Form 101A, and compacts.

D.      Residents:  Escort to the Hub for registration and a Yellow Band (Evaluate).

E.       Non-residents: Evaluate their skills: If the burden: triage, meal, a gallon of water, and a ride to I-90.

 

3.        Use of Force: Pursuant to SDCL 22-8-4.

Non-lethal: Trespassers who refuse to divert can be detained, cuffed and given a ride to I-90 Salem Exit

Lethal:  Authorized only in self-defense of the “Common Port”, food, water, medical, or in use of actual self-defense contact, knives, shooting.

ANNEX X: SCHOOL-CANISTOTA SCHOOL DISTRICT 43-1: Closed until the power comes on or warm weather.  Less students will be available due to deaths.  The power is out, cells are out, Wi-Fi is out probably, etc.  Teachers will have to use flashlights, chalk boards, white boards, paper, and books to educate our children.  No technology will be available. This will be analog education.  This will give the children a routine and a safe hub to be at while the parents are working their SH shifts.

 

Each school bus gets a 10 gallon fuel ration.

ANNEX V: TRASH AND RUBBISH: SDCL 9-32-10 covers this.  Prevent sickness from rats, mice from typhoid, plague, and other illnesses.  Addy’s works for the district ledger inside the district and figures out how to get fuel and get paid from other towns/customers outside the district.  Anything east of Ellis is radioactive zone, dust.  Anything that is north of 33rd street is fire and rubble and dust. On HWY 42 at Wall Lake Oil or at HWY 17 there will probably be a checkpoint for no entry into SF.  Take Wall Lake oil to Dump once opened, unknown.  Each trash truck gets a 10 gallon fuel ration.

 

1.       THE BURN PROTOCOL:

All combustible household waste (paper, light wood, non-toxic) can be brought or will be picked up by Addy’s to the community burn pit on [day of the week] ________.  Open burning in residential yards is prohibited [Fire Discipline].  Much of the trash must be separated from burn and no burn.  This is why Rubbish Personnel are at 2.0 SH.  Use large and medium plastic trash bags.

2.        WHITE GOODS and METALS: Refrigerators, stoves, etc. and scrap metal are to be staged at the Rubble Site.  These are raw materials for the District Mechanics.

3.       HAZMAT: No batteries, chemicals, or motor oil is to be in the burn pit.  These must be staged at the HAZMAT section of the Rubble Site for further remediation.

4.       The five collection trucks are borrowed assets for the District Ledger when inside the Quad District.  Fuel Rationing of diesel or kerosene is Second Tier behind Security and Medical for the Trash Trucks and Burn Pit.

5.       Recycles: It is unknown if recycling will be done because the recycling center is a mile east of ground zero in Sioux Falls.  But do save plastic water and juice bottles and jugs for sanitizing to hold water later from the Water Point.

ANNEX Y: COMMUNICATIONS:

1.       Messages and Official District News will be posted at the Post Office, City Hall, the Legion, and at Total Stop at 10 am and 5 PM for citizens to read. 

2.       2. Create system of messengers/runners to deliver various messages, walking, bike, ATVs, or horses.

3.       Need to know who has hard landlines no electricity needed to phone call.  I hope to get one at my house soon.

4.       Authentication: No order is valid unless ordered on a District Buck Slip and signed by a Red Band (Board Member).  Verbal orders are for tactical safety only.

5.       The All-Clear Signal: Define a local audible or visual signal, e.g., a specific number of siren or horn blasts, or a certain color flag (white) on the water tower.

ANNEX Z: END GAME OF RECOVERY AND HANDOFF TO MCCOOK COUNTY.

 

1.       DURATION OF STEWARDSHIP:

This District SOP pursuant to various South Dakota Codified Laws, remains the primary operating mandate only as long as:

A.     The electrical grid, Xcel Energy, and/or TM Rural Water Systems and feeding the City of Canistota are non-functional, and if they are functional, and that they have been operating for a month without major problems or outages.  There are no unplanned energy spikes or outages, the water system has the correct amount of ppm of chemicals to be potable and safe.

B.      McCook Emergency Management is unable to provide direct onsite support.

C.      McCook Sheriff’s Office is unable to provide direct law enforcement patrols in the District.

2.       HAND OFF PROTOCOL:

Upon restoration of state and county communications and logistics, the District Board will:

A.     Transition of the District’s Sovereign Ledger data to the McCook County Auditor for final settlement.  Resolve all “Common Port” assets back to private, corporate, or municipal ownership. 

B.      Gradually stand down the Security Patrols in favor of the McCook Sheriff’s Office patrol schedule and the South Dakota Highway Patrol drive throughs.

3.       FINAL AUDIT:

All actions taken under SDCL 34-48A and other codified laws will be documented for post event review, After-Action Review, to ensure full legal compliance and accountability.

4.        Authority under South Dakota Codified Law.  34-48A-38: Granting local effort to cooperate for emergency management.  34-48A-43: Mutual Aid arrangements between political subdivisions.

1-30: Emergency Interim Successorship for local offices, ensuring the continuity of government between standard leadership is “maintained” and has been determined by blast radius or communications failure.

               Liability Release: As per SDCL 34-48A-16, any person or entity “carrying ot any function under this chapter… shall not be liable for the death or injury to persons, or for damage to property”.  This document serves as the formal record of good faith execution.

ANNEX AA: GRAVES REGISTRATION AND LIVESTOCK BURIAL (Sanitation): The Goal: Maintain public health and record the record of the fallen. 

 

ANNEX AA-1. Human Remains: Pursuant to SDCL 34-26, utilize the high ground in the cemetery (NE of town), if a mass grave if needed, then make sure to log abouts where the body is laid.  Witness Rule: Two Board-appointed witnesses must inventory all personal effects (use Annex LL).  The Ledger: An entry must be made into the 7 column ledger (Name, DOB, Date of Passing, address, coordinates of burial).

 

ANNEX AA-2: Livestock: All carcasses must be moved 100 yards downwind from water sources.  Disposal: deep trench burial or burn with accelerant if disease is suspected.  Labor: Tier 3, 2 SH. This is the hardest work in the district, pay accordingly.

ANNEX BB: The Mechanical Forge and Salvage (Industry)(mechanics and welders) Goal: Transition from Replacement Culture to Repair culture. 

 

ANNEX BB-1. The Priority List: Welders, machinists, ferries, etc. prioritize: 1. Gravity-fed water parts. 2. Agricultural tool sharpening and repair. 3. “Analogizing” vehicles (bypassing fried electronics). 4. Road and snowplow maintenance.

 

ANNEX BB-2: The Scrap Mandate: Any vehicle rendered non-functional by EMP is “salvage”.  Owners receive a Recovery Receipt, Annex L, for the weight of the metal.  Materials are transferred to the District Forge for “New Industry” use.

ANNEX CC: District Messager Pigeon/Runner Network (Communications) Reliable intelligence move in “Black Start” environment.

 

 CC-1. Runner cycle message drops at the Post Office, City Hall, Legion, and Total Stop at 0800 and 1600 hours daily for updates.  These messages stay up on the board for 48-72 hours.

CC-2: The Log: Runners must carry a communications log (Annex Y).  No message is verbal.  All orders must be written on a “buck slip” (Annex H) to prevent “Telephone Game” distortion. 

CC-3: The Pigeon Priority: Official board messages first; family welfare moves as space available.  The Hub (Legion) will keep a 7–10-day archive of various messages. Older messages get filed into the District Repository.

 

DD: Black Fire Department: Are you guys ready for SHTF?  Water down, mostly, less gasoline/diesel, but high priority, have to run to lake or river to get tanker full to fill the bladders.  Who will survive?  If there were too many deaths in the fire-person, BLS, ALS arena, then there will have to be a new recruitment drive to find new personnel.

 

The Reality: Without pressurized hydrants, every fire is a potential town-leveling catastrophe.  Tactics: Focus on drafting from stock tanks and the “Household Shutdown” (Annex S) to prevent fires during and after the “flash”.  Labor:  It will be set at 2.0 SH whether drilling or at actual fires or medical missions or SAR.  The FD AND RESCUE is Tier One Priority for fuel so it can get 10-20 gallons per day when needed, but use saving measures.

 

The FD will have to rely on tankers and sump pumps to get water from the lake or river, to deliver water to the bladders and re-pump to the pumpers.

 

There will be a Line-of-Duty section in the 7-Column Ledger for FD and EMS injuries and deaths and their families at Level 2 for calories (2500/day).

 

EE: Black medical system:  Who will survive? Get ready.  I have trauma, medical, some surgical, some dental sections.  Extra supplies and a triage point for citizens and walkers. Read blogspot.

FF: Roads, snow, and maintenance: During WW3 recovery, road maintenance and snowplowing will be necessary but not critical.  If in the summer, various potholes will have to be filled, and some gravel roads will have to be graded/maintained.  It is unknown what or how much the DOT or McCook Roads and Bridges Department in Salem will be able to in our District, but I’m sure that they will take care of I-90, US 81, SD 38, but I’m not sure of SD 42 or other county roads in the District.   “Squig” has his county shed by EDD fencing and the ballpark with the county maintainer to plow and maintain county roads.  He has about a 60 mile route.  “Lenny” by the old Hayloft Café south of town, has several graders, maintainers, v-plows, and other equipment and he has a contract with various townships to maintain their roads, ditches, and culverts.  If either one of these people is not around after the blast and Day 14, then we will have to find some other people that can operate maintainers that have CDL licenses or that are qualified with heavy equipment.

 

The City of Canistota with its two plows will also have to be taken care of and fine someone to operate them if Noot and his helper are not available.  Priority:  Inside City:  The snow routes, around the school, around Red’s block, then other streets.  In the county:  Plow 261, 445, 446, 451, 263, HWY 42 from Hwy 19 to Bridgewater if necessary, other county roads that are gravel, then township roads.  Get with the Post Office to find out what the mail route is to get that plowed twice a week when needed, and if the school buses are running to figure out a new route for them as well.

 

Each snowplow or piece of equipment gets a 10 gallon ration of fuel to try to do its work.

 

GG: Energy and Heating: We need to find which houses have some kind of gravity furnaces, like mine, generators to run a furnace, like by the nursing home, those with fireplaces, wood stoves, gas stoves, etc.  We need to set up thermal hubs to keep the citizens warm during the winter.

 

HH: Logistics and Supply Chain and Fuel Rationing SOP:

Many assets, items, and fuel must be rationed.  If you have your own supplies, use those supplies first.  Everyone should have 3-5 weeks of water, food, supplies, and fuel to get started with using Nuclear Pages 2 and 3 at www.fdnintelreps.blogspot.com . Navigate through and read different newsletters.  I do not know how big the tanks are at Total Stop. I’m assuming that they are 2,500 gallon each for the 2 unleaded and 3,500 for the diesel.  Does Total Stop have an old analog fuel yard stick?  I know that everything is digital now, but, it will be BLACK again and analog.  You will have to use calculus and a yard stick to find out how many gallons of fuel that you have in each tank.

 

HH-1: The Priority Hierarchy (The “Lifeblood” List) for fuel: In a “Black Start” scenario, fuel is no longer a commodity, it is a Strategic Asset under the District Conservatorship.

PRIORITY/ENITITY/RATION AMOUNT/AUTHORITY REQUIREMENT: Tier 1: Fire/EMS/Snowplows/Post Office/Total Stop Generator/City Generator/Township Generators.  10-20 gallons per fill.  Mission to fill, needs a Field Voucher (Annex H).  Tier 2: Highway Patrol, Sheriff, Armed Security Patrols (Roving).  10 gallons per 48 hours, must show Duty Log, Annex H, and ID.  Tier 3: Agriculture/Livestock Support (feed/water), 5 gallons a day, have Form 101-A (Annex E), and Annex H.   (Planting and harvesting will be discussed later.)  Tier 4: Essential Private and Runners: Doctors and midwives, Communications Runners (vehicles, ATVs, motorcycles, etc.).  Tier 5: Logistics Run: 10 gallons to do a shopping run in Mitchell and fill a gas can also.  This is for authorized Logistics Personnel only on District Work Order.  Businesses can apply for 5 gallons and state their purpose. Tier ZERO (0): General Public: ZERO gallons unless a medical emergency to get to Mitchell Hospital.  Must be cleared by EMS and the Board.  The public must walk or use bicycles.

 

HH-2: The Highway Patrol/Federal Government/Sheriff’s Department Protocol: They get 10 gallons of fuel only if they provide actionable intelligence on what is happening in the State or Nation.  Are the oil depots in Mitchell and Yankton open and delivered yet?  Are there any food deliveries being made anywhere?  What is FEMA or SDEMA doing in this situation?  They sign an Annex H for further reimbursement to the District and the Bank.  During Handover (Annex Z) all accounts will be rectified one way or another.

 

HH-3: The “Terminal” Intelligence (SF, Mitchell, and Yankton):

Sioux Falls Fuel Terminal on Hwy 42/12th Street at Prairie View and Marion, is a very large capacity fuel terminal for various gasolines, diesels, kerosene, aviation fuels, and other mixes.  The pipelines run under the local railroad there, and there may be pressure but the SDADA nodes and diodes would probably fry during an EMP blast, plus the SF Terminal is 3 miles SWW of Sioux Falls Airport which is Ground Zero, and therefore a fire and slag heap of its own.  So don’t expect Harm’s Oil or anyone else to deliver fuel from there.

 

In Mitchell on Hwy 38, there is a mini-terminal that can provide for about six counties, more if the population is down.  In a pinch they could deliver to other counties outside their area especially if tankers showed up.  It all depends on if the pressure in the system allows distribution of fuel commodities.   There is a large terminal in Yankton, Nu-Star, but they would probably have their own problems trying to solve fuel issues for about three states or more if tankers are working, and there is pressure in the lines.

 

So in ESSENSE, CONSERVE FUEL OF ALL TYPES!!

 

The Common Port has to have a “Red Band” person on detail to dispense gasoline and diesel no matter who it is.  There might have to be certain hours, such as 8 AM to 4 PM to fuel your vehicle.  Chad, or the District Master Steward and their subordinates are not to allow actual cash/dollars/check to transact for fuel.  It must be an Annex H or a Work Order so that it can be posted inside the District Ledger.

 

There would have to be fuel/diesel retrieval missions with whatever tankers that can haul fuel to go to Mitchell, Yankton or even check Sioux Falls.  Take 263rd with a V-snowplow, a few security trucks, a tanker or two and go to LaMesa and go south to 12th to the terminal and find out if there is any fuel retrievable in their tanks.  Watch out for radiation hotspots.  Do not take Hwy 42.

 

The District Master Steward at Total Stop MUST NOTIFY the DISTRICT BOARD when fuel and diesel gallons approach 500, 250, and 100 gallons left for further rationing efforts.

RR:  Red’s Block and Clan SOP

 

Red’s Clan, 60 people, 5-7 teams, at 530 West Pine Street, will have the Primary Water Sanitation Distribution Hub, The Primary Field Kitchen, Field Laundry, Medic and Trauma Station, firewood and other services.  We hope to have a hard landline when WW3 goes HOT.  The main campfire will be on metal sheets in the sub=alley right-of-way so that water can be boiled and purified, water bottles and jugs can be sanitized with 5 ppm bleach, so that there can be hot meals, so that there can he hot water for laundry services.
