If this was to happen then CODE SAPPHIRE would be called immediately.
As of May 1, 2007 and September 1, 2010 our highest was CODE MANDARIN, due to the Iraqi and Afghanistan Theaters and the Global War on Terror (GWOT). Due to the length of the war and life still goes on without too much impeding, then the multiple contact times are not needed for CODE MANDARIN. If war was to start with Korea or Iran, then multiple contact times will be needed. In 2010 and 2012, President Obama had the 47 country “loose nukes” summit in Washington, DC and Seoul, Korea (ROK). He stated that the amount of risk of nuclear accident or nuclear or dirty bomb terrorism has risen to 2%. The CODE MANDARIN at the time increased the amount of supplies needed to one month. If a CODE COBALT occurs then two months of supplies would have been needed or up to six months on certain items (see Chapter Seven). Use CODE GOLD check in times if needed.

Then Multiple Combat Theaters exist and CODE COBALT is called with a two week watch, be ready to evacuate with five weeks, any five weeks. Metro and State Management and Staff need to have constant contact to determine if evacuation will be needed if upgrades are called or needed or if the Metro or District will become a hosting site. CODE COBALT RADIO CONTACT TIMES: 0510, 0715, 1010, 1210, 1510, 1810 (6:10pm), 2215 and 0215.

Then the Area Manager will be on at 25 minutes after the hour for the decision for an upgrade. FVN CONTROL will use all communications necessary to get information to members. Be ready for any frequency changes and monitor scanners. Areas will contact State by 30 minutes after the hour. By 40 minutes after the hour all State Managers will report to FVN Control.
