This Manual is written as a public benefit to educate the families across America on the importance of being PREPARED for the UNEXPECTED! You can buy this Manual on thru various channels and platforms. e-Versions are $3.95.

Family Disaster Network’s MISSION STATEMENT

Family Disaster Network is a close knit association whose primary objective is to help inform the public more about Pre-Disaster planning. Its members give and care more about disaster preparation and world events. Using what is called “Survivability Planning”, the amount of instability and stress to you and your family from the trauma from emergencies can be lowered. This is also called Mitigation”. So get Mitigated by also using this128 page Manual with 69 lessons.

FDN’S FOUR-FOLD MISSION STATEMENT

The FIRST MISSION is Personalized Planning and Preparation for all Disasters and Evacuations for your family, work, school, religious, daycare and organizations.

Your family can learn about the facts of disasters: when, where, and why they happen. We have written this Manual to help everyday folks, such as you, understand more about these matters. IN ALL HONESTY, WHEN WAS THE LAST TIME--if ever–that you considered what would you do if there was an emergency? With the writing of this Manual–we can all aid in keeping the price of your insurance down, whether it is homeowners, rental, life, health or auto. Take the time to review and practice what is contained in these next 98 pages. It is easy reading and the food for thought could be an invaluable tool towards your survivability and self reliance. We hope in writing this Manual that you will, in all actuality never have to use any of these lessons, but if you should, then you will be better prepared. The SECOND MISSION is Education for your family with the Manual and using continuous training, we hope to further lower the risk of losing everything in an emergency. We provide training in the home or in group classes. There will be weekly or monthly training seminars, exercises on Saturday afternoons at 2pm or on some evening. Please contact your Metro/Area/Group Trainer. Included with your membership are free basic classes. There are also Advanced Classes with a fee.

The THIRD MISSION is Advanced Planning with Advanced Site set-ups, Food Stability and Safety, a two-week supply list, advanced survival cashes, a complete overview of FDN, Advanced Scenarios and a Training Record that you can use with your family or firm.

The purpose for Family Disaster Network (see Chapter Six) is to be a fully Self-Contained/Self-Reliant Network that will take care of Family Disaster Network members and their families as well as businesses, religious, clubs and organizations. These Networks are set up by States, Metros/Districts and Areas/Groups. The Network has two-way Radio Control dispatch, Management, staff, support, communications, medical, logistics, supply, food service, construction, engineering, maintenance, mechanics, transportation, security and safety and other positions in pages 92 to 96 in this Manual. We can take care of ourselves through self-containment and self-reliance and help FEMA, the American Red Cross (www.redcross.org) 1-800-RED-CROSS and other non-government organizations (NGOs) save Disaster Dollars by getting our members to pre-prepared, mitigate and be self-reliant for disasters and evacuations. Please send us some sort of contact sheet, we will have Newsletters on PDF, HTML or mailed to you, with new FDN phone numbers, address, contact names and e-mail changes at FDN as we grow in 2015 and 2016. We will need your names, e-mails, social media, mailing addresses, geographic area and phone by using the Family Registration Sheet page 122 or use the BRCO Form 12-28 (on page 121) to register five to twelve names from your firm or organization. The FOURTH MISSION are your State, Metro and Area Annexes and how they will control when disasters and evacuations happen in Chapter 8.

ORGANIZATION: Family Disaster Network’s organizational capabilities are defined in the Fourth Mission starting with National, Regional and State Control. Different radio call signs are assigned for each State, Metro, District, Area or Group. Family Disaster Network’s control frequency is on CB Channel 31 or GMRS Channel 7 (See Chapter Six). It is helpful if FDN members get their family either a Citizens Band (CB) or Family Radio Service (FRS) or General Mobile Radio Service (GMRS) two-way radios. When disasters strike or when the power goes out, some cell towers can go down and two-ways are the only way to communicate effectively (see Communications SOP in Chapter Six). Don’t forget extra batteries or buy a nickel-cadmium charger and extra nickel-cadmium batteries. You can purchase two-way radios at Radio Shack, Wal-mart, K-mart, outdoor stores, pawn shops and on-line. Make sure that these radios are new or that you have checked that they work properly. Call us for further information. Make sure that you have chargers, batteries and generators.

After the initial alert has gone out, then emergency contact times will be ten (10) minutes after the hour to conserve batteries. Listen to the news first (see pages 30 and 89). Family Disaster Network is SYNERGISTIC: The sum of the parts is more than the whole. We can do more as a group than as one or two. That is we have daily contacts. If everybody knows the majority, then we can react as a Group/Area/Metro, rather as individuals. This can be for disaster missions, personal, family, counter-crime, home safety or whatever, as necessary. If you belong to a small group, then you can visit us on twitter or Facebook or your local two-way radio use CB Channel 31 or GMRS Channel 7. Pages 92 to 96 has information on how to set up small Groups or Areas.

LOYALTY: As far as Family Disaster Network is concerned, you have to be interested in the Survivability of your family, friends, neighbors, co-workers, affiliates and the Network and also be willing to help in whatever way asked. Self-Reliant Network positions need volunteers of a few hours a month and training of two hours a month. Management and Staff have around 5-15 hours a month of volunteering. See pages 90 to 93 for Networking and Network Positions with a few hours a month of volunteering.

This will be discussed in much detail in Chapters Nine and Thirteen in Version Two. If you want or have taken a Group, Area, District or Metro Network Position and call sign, then you will held responsible to maintain that position. Meetings are usually held on Saturday afternoons at 2pm or any evening as needed, ask your Area/Metro Management or Trainer for further information. Help us out in your Area/Metro if you are one of the first to join FDN to be an Initial Contact Person (ICP).

HISTORY OF Family Disaster Network: Family Disaster Network was created on September 1, 1984 and it was first named Citizen’s Emergency Network (CEN), by me and several (#15) other veterans, and we were also CBers and thought along the lines of survival. To our line of thinking, the Mid-1980s were turbulent times. The Cold War was at its height, terrorism was rampant and there were situations in the Middle East and Central America that could create a possible WWIII with the Soviet Union as we saw it, so we prepared for these contingencies and increased our Survivability. Some historians now believe that WWIII started with Korea on June 25, 1950 and ended with the Berlin Wall falling on October 7th 1989. (NOTE: Kim Jong-Il, the “Dear Leader” of the DPRK–North Korea–died of a heart attack December 17, 2011, a day before the U.S. got out of Iraq/OIF/OND).

On August 1, 1985 at about 8 PM, Cheyenne had its worst 100 year flood ever and the 911 system had flooded as well as all of downtown, east and south of downtown. That night many of CEN’s members as well as a lot of other CBers helped in the initial control, relief and rescue efforts. I became one of four CBers to become a 911 dispatcher to help first responders get their information re-dispatched and since I knew most of the 911 operators, law enforcement and other responders; I took the lead since I had a stronger CB and matched antenna. All of the CBers took a position next to a stationary law enforcement unit, fire truck, ambulance, Red Cross, National Guard, CAP, HAMs and other units.

As calls for help came and I usually heard them first since I was on a hill, I told which CB relay to tell the right agency to re-dispatch to that scene. Seven people lost their lives that night, but scores were saved from the rising waters because of our quick thinking by relaying (10-5 CB code) and re-dispatching. Wyoming Disaster Response and the National Guard took over at midnight. (Note: CB radios were still being used by 15 to 20 percent of the population in the mid-1980s.) This event and a few others caused CEN to convert the CEN Operations Manual to have more family disaster planning for public use and a total rewrite was done to the OPSMAN to include more on disasters and Civil Defense. 1990 and 1991 brought us the First Gulf War (see Chapters 10 and 11 for history in Version Two) and we upgraded again to add for more anti-terrorism and home safety pages. Citizens Emergency Network was renamed Contingency Planning Network (CPN) on September 1, 1989 which was the 5th Anniversary and the First Edition Disaster Operations Manual had over 100 copies printed in November 1989. Also in 1989, I was Medically Discharged from the Army (see Biography on page 6).

During the 1990s there were plenty of disasters, two no-fly zones over Iraq, the Bosnian War, the Serbian President’s orders for genocide against the Bosnian peoples and other ethnic groups plus there was a U.S. Military attack against Serbia in 1999 to pressure the regime to stop. There was also plenty of trouble at home from Waco; Ruby Ridge, ID; Oklahoma City; Columbine HS in Denver (1999) and other spots (see Chapter 10).

As you will see in Chapters 10 and 11 in the Version Two Manual, that the 1990s were not a nice time for the U.S. Military or law enforcement. Just because President Reagan outspent the Soviets on defense spending and the Berlin Wall fell, that did not mean that the world would be a nice place. The breakup of the Soviet Union (C.C.C.P./U.S.S.R.) and the Warsaw Pact made that whole region unstable for a few years until the satellite C.C.C.P. nations learned what democracy is supposed to be about. So go read some history in Chapters 10 and 11 in Version Two. I also buy a World Almanac every year to re-fresh history and data for myself. Hey who remembers the “Hanging Chad” in the November 2000 election?

The Second Edition: After my father died in late 1996, I founded Synergistic Planning, Inc. (Non-Profit) in Cheyenne with Pam Paisley as Marketing Director. As my health declined she became a Director and Corporate President. We created a 80 page booklet with the first title of “A Families’ Comprehensive Guide to Pre-Disaster Planning” and is now known as the Second Edition. We had plenty of orders from Disaster Trade shows, FEMA conferences and other sources, but the powers that be didn’t want to sign the checks to purchase the Booklet. So 50,000 of total units sales vaporized in a matter of a month. The corporation folded in late 1997.

FDN’s Third Edition: In 2005, as Family Disaster Network (FDN) thoughts started back up to do a bigger re-write and the first drafts of the 120 page Third Edition were started and FDN was born on September 1, 2005. FDN had a website and printed 100 Manuals and sold many and comped about 20. FDN went into hiatus in 2008 for a few months to breathe.

FDN’s Version One: Started back up in August 2010 and massive re-writes were done with over 135 pages. The 136 page, 87 lesson Version One is created in April 2012 with an e-version for Amazon.com for $1.95 .

2011 Disasters cost $140 billion worldwide-FEMA and USA Today: In April there were over 753 tornadoes and 320 in May with 549 killed in 2011. Of those 549, 248 were killed on April 27 in Alabama and 162 were killed in Joplin, MO on May 22. It was also a very dry year with droughts and wild fires in AZ, NM and TX with over 2,000 homes lost. There was a new surprise 5.8 earthquake in Mineral, VA causing tremors up to 600 miles away. Several very old buildings as well as the Washington Monument were damaged. The North Anna nuclear plant was 11 miles from the epicenter and was shut down for checks and maintenance.

Hurricane Irene showed up as the only U.S. landfall in NC up to ME from August 27 to 30 with 44 killed in 13 states with a $7 billion cost. The Missouri and Mississippi Rivers both had major flooding that summer with hundreds of thousands of acres flooded and billions of dollars in damages. When we were on vacation in Enid, OK, my wife’s hometown, and on Saturday, November 5 there was a new set of earthquakes on a unknown fault with the highest magnitude of 5.6.

U.S. FEDERAL GOVERNMENT DEBT CEILING: On August 2, 2011, the $14.2 Trillion debt ceiling was had reached its limit. The Congress waited until the last few days to pass a new debt limit of $15.7 Trillion. They created a Super committee of 12 to create a new spending and debt reduction plan in four months. Due to a lack of moderation both the Conservatives and Liberals did not reach a solution and now deep cuts in all aspects of governments will take place in the next few years. Even Europe and the Eurozone were not with out fiscal problems. Greece, Spain, Ireland and a few others are having various problems with their economies or governmental debt or fiscal problems. See various FDN newsletters for further information.

There are many major and minor disasters around the world this last decade and from 2011 to 2016. Sometimes it seems to be worsening. Hundreds of thousands have died in these disasters. There have been many calls to end pollution and global warming which may be causing some of these various disasters. Well Mother Nature and Mother Earth will do want they want when they want. FIRST MISSION: Planning--The Nuts and Bolts of Survivability

The original question: IF YOU HAD THREE MINUTES TO EVACUATE YOUR HOME OR BUSINESS, COULD YOU SURVIVE FOR SEVEN DAYS WITHOUT OTHER HELP? How about a worse situation, no home to come back to?

Family Disaster Network will help you prepare for all disasters, including fire and burglary. These questions will assist you to make your home or business safer and have a lower risk potential–also called mitigation. See pages 114 to 118 for forms to help you inventory and protect your assets and safeguard your important documents.

This is the first mission: Planning!! PREPARE FOR IT NOW, READ THE NEXT SEVERAL PAGES, FOLLOW THE INSTRUCTIONS, AND ALSO PREPARE YOUR READY KIT TODAY! Finish the rest by tomorrow. Within three hours you could be prepared enough to survive the seven days out of your vehicle. If you don’t have a vehicle, have a couple of backpack ready kits and also have ready kits at secondary locations.

HOME SAFETY: Fire Brief: The key to surviving a fire is preventing one from happening in the first place. Most fires are the result of carelessness and start with overloads or faulty or old electrical outlets, extension cords or appliances, fireplace or barbecue sparks or candles and irresponsible smoking habits. See Chapter Five for Fire Safety and Home Safety. IF YOU CAN’T GET THE FIRE OUT IN TWO MINUTES WITH AN EXTINGUISHER, CALL 911 IMMEDIATELY AND EVACUATE, YOUR FAMILIES’ LIVES ARE FIRST AND THEY ARE IRREPLACEABLE, kits and bags are secondary, however they should be placed to grab on the way out or have in a secondary location.

DO, DO, DO... have several “ABC” class fire extinguishers available, smoke and fire detectors on all floors, and each sleeping room. Detectors over five years should be replaced. Test alarms monthly. Replace batteries when the clock springs forward and falls back an hour. Set up an evacuation plan with at least two exits and practice quarterly on the first week of January, April, July and October. If a two story house, then have window ladders on at least one bedroom window. Have a place for all family/household members to meet across the street and a place a block away just incase the fire is larger than expected.

We will help out on all evacuation plans. That’s why we have CB or FRS/GMRS two-way radios to supplement the cell phones just incase the cell phone or land lines fail. We use CB Channel 31 or GMRS Channel 7. See Lesson 54.

These are step-by-step, fill-in-the-blank forms in Chapter Nine that will help YOU lower your risk of possibly losing it all, if a disaster or evacuation should occur to your loved ones or business. See Chapter Four for Business Survivability.

If you have noticed that during most disasters, that most people are affected deeply and maybe you are one of them. Hundreds of thousands were affected by Hurricanes Katrina and Sandy, AND THAT WAS WITH NOTICE. Sometimes the Federal Emergency Management Agency (FEMA), local emergency agencies and the American Red Cross will help you on the initial effect of the storm to give you shelter, food, and clothing, but until your insurance arrives or if you have no insurance then you may have lost everything. This includes disasters are California Earthquakes, fires, riots, southern hurricanes, flash floods, hail, tornadoes, blizzards or all disasters in between and even that backhoe that tore up a gas main or a rail car carrying chemicals or Bakken crude that derails.
